- Why is Technical Safety Inspection of Electrical Equipment Necessary?
All organizations engaged in production and business activities need to use electrical equipment. However, the operation of electrical equipment needs to be strictly controlled due to the potential unintended incidents caused by electrical equipment that can have serious effects on the health of workers and cause significant damage to property.

As a result, electrical equipment must undergo technical safety inspection. The legal basis for the inspection of electrical equipment includes:
- Based on the Law on Standards and Technical Regulations dated June 29, 2016; Based on the Law on Product Quality dated November 21, 2007;
- Based on Article 1 – Regulatory Scope of the Electricity Law dated December 3, 2004;
- Based on Article 57 – Safety in the use of electricity for production of the Electricity Law dated December 3, 2004:
Organizations and individuals using electricity for production must comply with regulations on electrical safety, violations, and electrical safety technical standards in accordance with Vietnamese Standards (TCVN); Electrical equipment, electrical system equipment, lightning protection systems, and grounding systems must be tested, inspected periodically, and abnormal checks in accordance with regulations and electrical safety technical standards. The diagrams of these systems must be accurate and kept along with inspection records during the operation process;
- Based on Decree No. 14/2014/ND-CP dated February 26, 2014, of the Government detailing the implementation of the Electricity Law on electrical safety;
- Based on Decree No. 95/2012/ND-CP dated November 12, 2012, regulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
- Circular No. 33/2015/TT-BCT dated October 27, 2015, of the Ministry of Industry and Trade regulating the technical safety inspection of electrical equipment, effective from January 6, 2017.
Article 1 – Regulatory Scope: This Circular regulates the technical safety inspection of electrical equipment and tools before putting them into use and during use.
Article 2 – Applicable Objects: This Circular applies to organizations, individuals using, and operating electrical equipment that must undergo technical safety inspection; other relevant organizations and individuals.

- What is Electrical Equipment Inspection?
The technical safety inspection of electrical equipment is the evaluation of the safety level of electrical equipment and tools before putting them into use, during use, and operation based on corresponding standards and technical regulations.
